PUBLIC INFORMATION & DONOR AND PRIVATE SECTOR RELATIONS OFFICER – NOA LEVEL
SUPERVISION:
Public Information & Private Sector Relations Officer reports for public information issues to the Country Director or his/her designate, and is under the technical supervision of the Director or Deputy Director of Communications, Public Policy and Private Partnerships or his/her designate. For issues related to Donor and Private Sector Relations, the Officer reports to the Country Director Accountabilites: Within delegated authority, the Public Information & Private Sector Relations Officer will be responsible for the following duties:
MEDIA RELATIONS:
1. Design and implement communications strategies and campaigns in order to generate greater awareness, understanding and support for hunger solutions;
2. Prepare a wide range of multi-media products, including audio and visual materials, and handle the growing demands of the WFP website for such products;
3. Act as a spokesperson for WFP, handle media inquiries, establish and maintain contacts with media representatives and others focusing their attention on WFP activities and achievements that are of interest to targeted groups;
4. Assess the general reaction of the public to WFP’s work on the basis of information gathered from media, organized groups and correspondence;
5. Advise WFP staff at all levels of potential impact of press activities and statements;
6. Prepare and edit texts for news releases, feature articles, briefing notes, backgrounders, Questions & Answers (Q&A) and public position papers and other materials for use in the media and distribution to the public, educational institutions, non-governmental agencies and donors;
7. Respond to emergencies when requested by quickly travelling to the site and preparing information for public release on WFP’s operations and activities, preparing all needed materials for internal and external use, particularly multimedia materials;
8. Ensure that communications activities promote an accurate image of the organization and its programs amongst its targeted audiences;
9. Stay current on WFP operations, public policy trends and issues which impact hunger and food assistance;
10. Analyze and articulate political and social events that affect WFP and identify opportunities for WFP to influence public debate on hunger, food aid on development assistance;
11. Ensure that responses to direct or indirect requests for information about the work of WFP promote a better understanding of the organization’s objectives, policies and activities;
12. Evaluate the relative effectiveness of strategies and make recommendations for future action to the management of the Communications Division and other senior officials accordingly;
13. Provide training and technical guidance to ensure consistent quality of work and supervise staff as required; and
14. Perform other related duties as required.
WEB AND SOCIAL MEDIA:
1. Update WFP’s Colombia English Website.at the wfp.org/ site and other WFP information platforms.
2. Help conceptualize and develop online communication strategies and events for Colombia CO.
3. Assist in the update of the Colombia CO by feeding WFP Facebook/ Twitter with stories, statistics, photo galleries, videos produced by WFP Colombia CO staff and relevant information. Interact with fans and followers, and answer their queries about WFP’s work.
4. Assist in the update of the Colombia CO WFP Nutrinet Facebook YouTube, and other sites with news, statistics, photo galleries, information and videos produced by GoC or any other relevant stakeholder. Interact with fans and followers, and answer their queries about WFP’s work as well as multimedia programmes and adapt those to web.
5. Help translate press updates, Op-ed pieces, materials for pamphlets, brochures, briefs, press releases, web stories, videos, print ads and other information material upon requestfor the web.
6. Prepare the Colombia CO e-newsletter on a monthly basis. Liaise with the the Country Director to coordinate and prepare content, and launch dates. Prepare answers to queries coming from readers of the e-newsletter and interact with them.
7. Review and provide feedback to the Regional Bureau (RB) on web and social media platforms, in terms of user-friendliness and usefulness for key end users (CO, government, and other relevant national actors)
8. Maintain contact with bloggers in order to gain their support to carry out WFP’s advocacy campaigns. messages and publication on their blogs and also post the agency’s corporate banners that will connect readers to WFP’s online donation page.
9. Take video footage and photos related with activities of Colombia CO. Edit/subtitle videos.
10. Support the Regional Public Information Unit on its daily tasks.
PRIVATE SECTOR RELATIONS:
Within delegated authority, the Public Information & Private Sector Donor Relations Officer will be responsible for the following duties:
1. Raise resources for the Programme; negotiate contributions; keep donors informed of key policy and operational issues of importance to the Programme; submit funding proposals;
2. Forecast levels of donor and private sector contributions based on systematic gathering and updating of relevant information;
3. Gather and analyse information about donor and private sector policies, trends and preferences;
4. Develop strategies to address how to maintain/increase funding from traditional and emerging donor and private sector partners;
5. Prepare briefs and other documents explaining donor and private sector policies/trends; alert senior management to major donor and private sector issues;
6. Coordinate with other units in house to ensure that donor and private sector conditions are able to be met;
7. Negotiate changes with donor and private sector partners;
8. Educate donor and private sector partners and increase their awareness of WFP’s programming and policies;
9. Serve as focal point for resourcing issues related to a particular project or operation;
10. Actively participate in Programme Review Committees to ensure adequate consideration of fundraising concerns;
11. Ensure that Country/Regional Directors are regularly updated on the resourcing status of particular project/operations;
12. Represent WFP at international meetings;
13. Contribute to preparedness actions such as early warning, risk analysis and contingency planning and make the necessary recommendations. Periodically monitor the management of risks and report on any actions taken;
14. Supervise other resources staff as required providing training and technical guidance;
15. Perform other related duties as required.
EXPECTED RESULTS:
Provides contribution to WFP public communication efforts through good research, analysis of assigned area of work and timely preparation and distribution of information products to target audience(s). Effectively organizes conferences, media and other events. Consistently applies appropriate policies, guidelines and procedures. Effectively, and in a timely manner, liaises and interacts with colleagues and concerned parties internally and externally. Work implies frequent interaction with PI Officers and other specialists throughout the organization, officials of other UN agencies, government authorities, NGOs, media business, etc.
Donor and private sector backgrounds, trends, preferences and policies researched and monitored contributions registered and accurate records maintained in the information system; accurate, timely briefs prepared on issues concerning fundraising.

Previous experience with fundraising, negotiations, public relations/advocacy, and work experience within the private sector or government is an asset.

MINIMUM QUALIFICATIONS:
EDUCATION:
Advanced University degree or university degree with experience and advanced training/courses in one or more of the following disciplines: political science, international development, development economics, journalism (preferably foreign correspondence and international media), international relations, public relations, communications or other related fields.
EXPERIENCE:
At least five years of postgraduate professional experience as a journalist, public information officer or professional writer, including experience in the preparation and production of materials for publication or progressively responsible professional experience in international development, donor and private sector aid programmes or other related fields; previous experience with fundraising, negotiations, public relations/advocacy and work experience within the private sector are an asset as well as experience in generate/promote partnerships.
KNOWLEDGE:
Training and/or experience utilizing computers, including word processing, spreadsheet and other standard WFP software packages and systems. General knowledge of UN system policies, rules, regulations and procedures governing administration. Ability to make different types of presentations.
LANGUAGE:
National Professional: Fluency in both oral and written communication in Spanish and working knowledge (proficiency/level C) of English:
DESIRABLE SKILLS
(Additional skills which the candidate should possess to provide a competitive edge versus other candidates.)
Advanced knowledge of WFP specified software (Microsoft Windows, Excel, Word, Power point); ability to use digital video and still cameras; and proficiency in a second official
WFP language.
Experience in a developing country, preferably in the area of food aid or development. Willingness to travel for extended periods of time. Working knowledge (level C) of a third official UN language
